Dear Sir

I take the present oportunity of addressing you for the purpose of geting permission to Recruit a Company of independent Scouts to Be mustered in as (Cavl) for 12 months for the State of Ky to Be armed With, Cavl, arms and paid as other troops State troops infact to Be furnised By The State I have been Requested By the Citizens of the Several Counties to Write to you for the authority Ohio Co Daviess Co Mclain Co Henderson Co as they have Suffered a great deal By the hand of the traitors since the Breaking out of this Rebelion and Will continue to Be the case So long as the War Shall last unless there Should
Be a force placed there it is true they have not Been troubled with ~~a la^r^ge~~ laarge armies But that part of our Beloved old State Has suffered a great deal as there is always a Band of armed traitors in their midst and Ready at all times to do the work of death Sir if you Will grant me the privelege of ~~Recrut~~ Recruiting a Company of men I Wish to work or operate in th Green River Country as it Has been infested With Rebels more or less for the flast 2 years

I will here Remark that Should you grant this favor I Shall Respect the laws of Kentucky and all orders that Shall be issued By the legal authoritys ~~I prove~~ if you can approve of this proposition I Woul Be very grateful to you as I feel that I could of
Be more useful to my country there is a great many men that would volunteer in Such a company that would not volunteer other wise you will if you grant my Wishes to Recruit a company independent Scouts forward me the necessary information and Authority to Recruit it is not Worth While for me to Say any thing about my loyalty as I belong to uncle Sams Service and have for the last 2 ~~two~~ years Honorable Sir you will pleas Send me the necessary information for Recruiting independent companies for the State of Ky as I wish very much to Recruit such a company
