Govr. Robinson

This will be delivered by Mr James W Wallace, a grandson of Genl Jas Dudley. He has been engaged under Authority of Genl Smith and Gilmore in gathering up horses which had been taken by the rebels. He has already Captured upards of forty and now wishes to go into the Mountains after Captured Cattle. In order to protect him from being treated as a guerrilla in case he should be captured, it is necessary he should have a Commission. He has been & now is a Captain of a Homeguard Company, but it is feared that will not do. I have advised that he get his company to join an state Guard and you can then commission him as a Captain. He is a Captain in
character and has done good Service to the Country. If you can give him such Commission as will cause him to be treated as a prisoner of war in the event he is made prisoner, I hope it will be done
