Williamsburg Ky, March 30^th 1864
Excellent Thomas E. Bramlet Gov of Ky.

At the presant term of the Whitley Circuit Court Samuel Denham was fined the sum of sixty Dollars upon an indictment for keeping a tipling-house Mr Denham is a tavernkeeper in William's-burg and Keeps as orderly a house as any man in Kentucky and is a worthy gentleman he paid for his license to keep a tavern in boath the years of 1862 & 3 but he applied to the presiding judge of the Whitley County Court for a license to Keep a tavern in 1862, before his license expired but the presiding Judge was prevented from holding the county court in consequence of the raids, which the rebels were then making in the county of Whitley so that about two months elapsed before he could take out a license for 1863 after his license for 1862 expired he was abot that time a great deal from home and much deranged in his business in consequence of s^d raids and at the earliest period he could he obtained his licese for 1863. believeing that his case presents strong considerations for Executive interpostition we have addressed this statement
to your excellency hoping that you may deem it proper that said fine should be remited Calvin L. Creekmore the presiding Judge of the Whitley County Courts living in the town of Williamsburg & being congazant of the truth of the foregoing statements signs his name to the same

To his excellency Thomas E. Bramlett your petitioner Samuel Denham respectfully represents to you excellency that at the present term of the Whitley Circuit Court he was fined the sum of $60,00 upon an indictment for keeping a tipling house he states that the laps ~~whi~~ of time between the expiration of his tavern license which occured in 1863 was casued by the raids which were being made in the Whitley County by portions of the confederate army that we applied to the County Judge for license & could not get them because the judge was afraid to call the people together & shortly after that he left home and his family not Knowing but what he had obtained licese as usual continued to conduct his tavern as they had been occustomed to do he obtained a licese as soon as he could he hopes therefore that your excellency will interpose your pardining power and remit said fine
