Sir:

In view of the late proclamation of the President of the United States, I have the honor to inform you that I hold subject to your order for trial by civil courts, the following named persons, charged respectively with the crimes set opposite their names: --
W. A Hoskins alias "Texas" charged with Being a Guerrilla.
Charles Miller of Larue Co. Ky. charged with Being a Guerrilla.
W. S. Smith of Wayne Co. charged with Being a Guerrilla.
W. D. Boatwright charged with Murder, Arson & Robbery.
Berry Bowling charged with Robbery.
~~James H. Wells alias "W~~^m ~~Henry" charged with Being a Guerilla.~~

The above named prisoners are all confined at this place, and will be held, for your action in their cases. Other prisoners, held for similar offences, are confined in other parts of the Department, and
a report including their names will be sent you as soon as the lists can be perfected.
