Morrris County, New Jersey, soldier. New York City, New York County, New York, native. Son of Ellis Potter and Elizabeth Elmer Potter. Graduate of Columbia University in New York City, New York in 1842. Gentleman in Morris County, New Jersey in 1860. Served in the U.S. Army's Commissary Corps as a captain from February 3, 1862 to October 1, 1862. Served in the 1st North Carolina Infantry (U.S.A.) as the lieutenant colonel from October 1, 1862 to November 29, 1862. Promoted to Brigadier General Volunteers on November 29, 1862. Served as the chief of staff of Major General John G. Foster. Resigned on July 24, 1865.
