New York surgeon. New York City, New York County, New York, native. Married to Margaret Halsey Mills in Tompkins County, New York, on December 23, 1840. Father of Ellen Mills, Emma Jane Mills Brewer, George Madison Mills, Frank Halsey Mills, Clara Mills , and Margaret Mills. Served in the United States Army as an assistant surgeon, surgeon (major), and medical director (colonel) from April 1, 1834 through December 31, 1865. Served as medical director of the Department of the Missouri during the Civil War. Subsequently brevetted brigadier general.
