Married to Agnes Hayman Webster in Campbell County, Kentucky, on July 24, 1855. Father of Elizabeth "Bettie" M. Webster, Evan S. Webster, and Mary Eliza Webster. Attended the Lancasterian School in New Haven County, Connecticut. Elected City Attorney of Newport, Campbell County, Kentucky, in 1854. Attorney in Newport, Campbell County, in 1860. Employed Mary Rent and Agnes Limpking as domestic servants in Newport, Campbell County, in 1860. Member of the Kentucky House of Representatives from 1861-1862. Served in the United States Army as a captain and assistant quartermaster of United States Volunteers from May 12, 1862 through December 31, 1865. Brevetted major and lieutenant colonel on December 13, 1865.
