Madison County, Kentucky, drug store clerk and soldier. Gettysburg, Pennsylvania, native. Son of William Stouch and Margaret Stouch. Resident in York County, Pennsylvania, in 1850. Drug store clerk in Madison County in 1860. Listed as 1st lieutenant for volunteer reserves raised in Madison County in a letter to Beriah Magoffin in March 1861. Served in the 11th United States Infantry as private, corporal, sergeant major, and second lieutenant from November 30, 1861 to May 18, 1864. Served in the 3rd United States Infantry as second lieutenant and first lieutenant from May 18, 1864.
