U.S. Army soldier. Philadelphia, Pennsylvania, native. Married to Ellen L. Doolittle Pelouze. Father of Mina Pelouze, Catherine Pelouze, and Louis Henri Pelouze. Graduated from the U.S. Military Academy in 1853. Served in the U.S. Army as second lieutenant, captain, major, and as assistant adjutant-general of volunteers with a rank of lieutenant colonel from 1853 to 1868. Brevetted lieutenant colonel on September 24, 1864, colonel and brigadier general on March 13, 1865. In charge of records of colored troops in the war department until June 14, 1868.
