Bracken County, Kentucky, clerk and soldier. Kentucky native. Son of John Smarr and Amelia Smarr. Clerk in Bracken County in 1860. Served as a 2nd Lieutenant in the 2nd Battalion Kentucky Volunteer Cavalry (C.S.A.) from October 20, 1861.
