Brigadier General and Chief of Ordnance in the U.S. Army. Virginia native. Son of Andrew Ramsay and Catherine Ramsay. Father of Francis M. Ramsay. Married to Eliza Hennen Gales Ramsay in 1838. Father of Juliana G. Ramsay, George D. Ramsay, Joseph G. Ramsay, Catherine G. Ramsay, and Alice M. Ramsay. Graduated from the United States Military Academy in 1820. Veteran of the U.S.-Mexican War. Resident of Philadelphia, Pennsylvania, in 1850. Served in the Ordinance Department as a major, lieutenant colonel, and colonel, from August 1861 to 1863. Served as the Chief of Ordnance as a brigadier general from September 1863 to September 1864.
