Covington, Kentucky, attorney and judge. New Hampshire native. Son of Gardner Mooar and Mary Hardy Marden Mooar. Married to Phoebe Flagg Mooar. Father of Charles Mooar, Sarah Mooar, Mary Mooar, and Evie Mooar. Graduated from Dartmouth College in 1848. Teacher in Louisiana from 1848 to 1849. Judge of the Kenton County Court from 1858 to 1862. Attorney in Covington in 1860.
