Cumberland County, Kentucky, sheriff and farmer. Virginia native. Married to Luckie V. Waggener. Father of Lewis A. Waggener, Emily Waggener, Martha Waggener, Harriet Waggener, and James Waggener. Owned eight enslaved persons in 1860. Sheriff of Cumblerland County from c1845 to 1864.
