Kentucky politician, soldier, and attorney. Boyle County, Kentucky, native. Son of James L. Harlan, Sr., and Eliza Shannon Davenport Harlan. Married to Malvina French Shanklin Harlan in 1856. Father of Edith Harlan, Richard Harlan, James S. Harlan, and John Maynard Harlan. Graduated from Centre College in 1850. Studied law at Transylvania University. Admitted to the Kentucky bar in 1853. Member of the Whig Party. Frankfort city attorney from 1854 to 1856. Judge of the Frankfort County Court from 1858 to 1859. Attorney in Louisville, Kentucky, with William F. Bullock in 1861. Served in the 10th Kentucky Volunteer Infantry (U.S.A.) Regiment as a colonel from 1861 to 1863. Member of the Union Party. Attorney general of Kentucky from 1863 to 1867.
