Franklin County, Kentucky, attorney, judge, teacher, and statesman. Virginia native. Married to Eliza Palmer Adair Monroe. Father of Victor Monroe, Katherine “Kitty” Adair Monroe, Mary "Polly" Hardin Monroe, Elizabeth Adair Monroe, Thomas Bell Monroe, Jr., Benjamin James Monroe, and William W. Monroe. Member of the House of Representatives of the Commonwealth of Kentucky for Barren County in 1816. Graduated from the law department of Transylvania University in Lexington in 1821. Secretary of state for the Commonwealth of Kentucky from 1823 to 1824. Reporter for the Kentucky Court of Appeals in 1825. U.S. district attorney for the District of Kentucky from 1831 to 1834. U.S. District Judge for the District of Kentucky from 1834 until 1861. Owned three enslaved persons in Franklin County in 1850. Professor of law for the University of Louisiana, Transylvania University, and the Western Military Academy. Taught private law classes at his Frankfort, Kentucky, estate. Member of the Provisional Congress of the Confederate States from 1861 to 1862. Lived as a refugee throughout the South from 1861 to 1865, living in Canton, Mississippi; Marietta Georgia; Abbeville, South Carolina; and Pass Christian, Mississippi. Died on December 23, 1865 in Pass Christian, Mississippi.
