Spencer County, Kentucky, attorney, politician, and soldier. Kentucky native. Married to Elizabeth Shelby Gilbert Burnett. Father of Mary Burnett, John C. Burnett, Gilbert Burnett, Theodore L. Burnett, and Marie Burnett. Graduated from Transylvania University in 1844 and again from the law department in 1846. Admitted to the bar and practiced law in Taylorsville, Kentucky. Elected Spencer County attorney in 1847. Served in the Mexican War. Owned four enslaved persons in Spencer County in 1860. Member of the convention of the provisional government held at Russellville in November 1861. Served in the Army of the Tennessee under General Albert S. Johnston in 1861. Assistant secretary of the provisional government convention in Russellville in November 1861. Member of the Provisional Congress of the Confederate States from 1861 to 1862. Sixth Congressional District member in the House of Representatives of the First and Second Confederate Congress from 1862 to 1865.
