The State of Kentucky
Franklin County } sct.

On this [ ] day of February, 1864, before the undersigned authority within and for the county and state aforesaid, personally appeared William Bowling and being by me first duly sworn made the following statements on oath, That in the fall of 1861, and winter of. 1862, there was advanced to him by the Military Board of the state of Kentucky the Sum of Twelve thousand three hundred and fifty-five Dollars ($12355.⁰⁰/₁₀₀) for the purpose of recruiting and subsisting Volunteers for the United states Army, and was directed by the said Military Board to advance one month's pay to the Volunteers then in Camp at Grayson Kentucky under Col. Edward J. Wilson, and to pay the expenses of recruiting and subsisting same until they should be organized into a regiment, That he proceeded to Grayson with the money and mustered in and paid each officer and soldier one months pay in advance, that he disbursed in this way Somewhere about Six thousand Dollars, that he also paid some expenses for recruiting, There being
no Quartermaster's DOr Commissary Department from which to procure supplies, by direction of the Military Board he subsisted the men by purchasing supplies for them in the Neighborhood of the Camp and subsisted them in this way from the 15^th day of October. 1861, to about the 8^th or 10^th of December, 1861, when the regiment went to Camp Swigert for the purpose of organizing-- Affiant states further that on the [ ] day of May, 1862, he made a partial Settlement with the said Military Board and accounted to them for the sum of Nine thousand two hundred and ninety-two dollars and cSixty-seven cents, ($9.292.⁶⁷/₁₀₀) producing vouchers which they accepted for that amount, That the claims at that time had not all been adjusted he was therefore directed by said military board to pay off and adjust all the claims for recruting and subsisting said Regiment of Volunteers -- That about the 30^th day of september 1862, before affiant had been able to settle and adjust Said claims John Morgan with a large force of rebels captured the town of Grayson where faffiant then had his office and papers, and broke into his office and destroyed and carried away
Every paper, blank &c. pertaining to Military affairs-- except a few vouchers and receipts which hapened to not be in thhis office at the time that his books Duplicates reports invoices requisitions and Correspondence except the vouchers and receipts above named were all captured and destroyed at least affiant has never been able to recover them-- that an account of Said Capture and destruction of affiant books and papers he has been and is now unable to account in a satisfactory manner oraccording to the army regulations for all the articles bought or other expenses incured in recruiting and subsisting said regiment--

He herewith presents a list of vouchers receipts and statement of expen~~ses~~ditures together with the vouchers and receipts all of which have been paid except $28.⁸⁴/₁₀₀ to W^m J Hix $20.⁰⁰/₁₀₀ to H. K. Osenton and $28.⁰⁰/₁₀₀ to Sebastian, Eifort, He further says that the articles bought and for which he presents Vouchers and receipts were all necessary for the public service and were actually used by thsaid regiment, and that the other expen~~ses~~ditures upon said list were necessary for the public service and are all reasonable and just and have all been
paid by affiant-- He says that he faithfully and honestly disbursed the whole amount of ~~the~~Money advanced him by the Military Board, in the public service-- and in the manner directed by said board, and that no uselses or unnecessary ^expense^ was incured to affiants knowledge -- That after the organization of said Regt. Col. Wilson having been beaten for Colonel he went away from the neighborhood of Grayson and utterly refused to approve a single paper or assist in any manner in settling up the business pertaining to the regiment-- That after the partial settlement above refered to with the Military Board ^he presented to said board^ vouchers amounting to the sum of Seven hundred and seventy-two Dollars and Seventy-five cents ($772.⁷⁵/₁₀₀) which were accepted and approved but affiant has not as appears from their books been credited with ~~that~~them-- These vouchers were paid by special directions of the board. He further says that for more than two years Succeeding the time his papers and books were captured by John Morgan hes was compeled to stay away from Carter county the greater protion of the time and could do no business there-- That many of the officers
commandants of companies and detachments of recruits to whom the supplies were issued and who used the same, are dead, or removed to parts unknown -- That every single dollar advanced to him by the military board has been disbursed and expended by him for the public service and in the manner directed by the board -- So advancing the same--

This account of the disbursement of the funds placed in the hands of Col Bowling comes within the equitable rule intended to be established by the Legislature; and I am satisfied that Col B has properly disbursed the same & cannot now obtain the formal vouchers The Quarter Master Genl is therefore directed to square the a¢ of Co^l B & give him a quietus
