General Orders
N^o. 4.

For the information and guidance of all concerned. The ready response of many of the most exposed Counties to the call for State guards, precludes the necessity of an immediate draft of the Enrolled Militia. such organizations, however will continue to be made in those Counties which have not yet responded to that call. It is still hoped that every County will by such voluntary movement place itself in a condition of self protection and prevent, within its borders the discgraceful raids continually recurring. Those counties which in the end, still decline to assist their neighbors and protect themselves, will be required to furnish their contingents either for State or National defence.

No more commissions will be issued for twelve months recruiting within the State. Enlistments for three years in those Regiments already authorized and in the old regiments, will be continued until some date, to be published hereafter -- when a draft for the same length of service will be enforced.

All advantages as to bounty and [selection] of regiment, will be with volunteers. conscripts will receive only that pay allotted by Congress, and be assigned to fill the depleted ranks of those old Regiments, whose

length of service and paucity of numbers exhibit a patriotism which will necessarily be defiled with by association with men who wait to be drafted.
