Your letter to the Governor of the 14^th inst. has been referred to this office. It relates to the Adjutantcy of the 49^th Ky. Vols. Infantry. I find on looking over our files, that on the 13^th of Sept. you recommended Lieut H. B. Stanwood for promotion to some position in a new Regt. in a letter to the Governor, of that date. The latter at once, to show his appreciation of your recommendation personally directed Stanwood's appointment to the only position within his gift, which was then vacant.

I recite this, so you may understand the manner in which he received the commission. If Stanwood will decline the commission, and retain his old position -- his claims to someother vacancy will be considered -- there is no other way to put the young man you mention in- except by appointing him in the line- on Colonel's recommendation -- and then making him Adjutant, while Stanwood takes his place in the Company.
