Sir,

Your letter to the Governor of Oct. 1^st has been referred to this office. The forces to be raised under the State Guard Law-- will be organized strictly in accordance with its express provisions. I herewith send you a Copy-- by which you will learn that no commissions [are] issue until after organization, and notification of the fact, to this Office. Those who enlist in State Guard organizations, are still subject to serve in the U.S. Service-- should a necessity occur for a draft-- which necessity is not anticipated by the military authorities of the state.
