Your communication of the 15^th inst to his Excellency Gov Bramlette, has been referred to this office for reply. The policy adopted, is to give commissions only to those who recruit. I inclose herein authority to recruit, and when your men are mustered you will receive a commission to rank according to the number so mustered. General Order N^o [...]. (copy herein). designates the different posts of rendezvous, and the state agents at each to take charge of the recruits previous to organization. These six months troops are to be mustered into the U.S Service, clothed, armed and subsisted by the Government. As the time for raising these troops is short, it will require prompt and immediate action to secure success.
