The numerous inquiries from veterans at the front, who refuse to re-enlist with their regiments, but who are desirous of enlisting in the 2^nd Artillery has induced the enclosed application to the Sec. of War which I transmit to you for your appoval, with the request that you will forward it if you approve of it. I am surprised at the number of applications. ( -- identical with the enclosed letter) that I receive

I have laid the matter of re-enlistments ^of 12 mos men^ before nearly all the officers of the 12 months regiments -- have been courteously treated by all (excepting Col. B) but find I will have to go to work
among the men myself which I will do in a day or so. I extremely regret that the officers in the 12 Months ^Service^ do not seem desirious of re-enlisting their men, (with a few exceptions,) as the men seem anxious to re-enlist-at least those whom I have been enabled to communicate with. I have in all cases reported to the officers commanding -- showing my authority and requesting their co-operation

I still have "faith in works" and shall not relinquish my determination to re-enlist ^myself^ all men who wish to join

I consider it impossible to get new recruits, a number of men whom I sent into the country have returned unsuccessful while others have not reported any recruits
