To enable me to prepare for the War Department a map defining the Congressional Districts of the United States, I am under the necessity of requesting that you will at the earliest moment possible direct that there be prepared and forwarded to this Office, a list of the counties or other divisions comprising the several Congressional Districts, numerically arranged, of your State for the 38^th Congress,
