To His Excellency James F Robinson Governor of the Commonwealth of Kentucky

The undersigned Grand jurors of the present special term of the Boone Circuit Court represent that at their present session they returned six presentments against David Creager a Citizen of Boone for keeping a tipling ^house^ which tipling has all transpired within the last six months and as your petitioners believe without intention of violating any law of this Commonwealth Mr Creager is a small retail vendor of good wares & Merchandise in the village of Taylorsport in Boone County & being assessed as such & having subscribed an application to the United States deputy assessor of Internal Revenue for a license as a retail dealer in whisky-Brandy &c believed from the time of such application that by virtue of said license he could sell under the laws of the United States & did so as the undersigned Grand jurors finding said presentments believe with no intention of violating any law of Ky
Mr. Creager finding said presentments against him voluntarily came into Court this 21^st day of May & confessed & pled guilty to each of said presentments

Mr. Creager is a vy poor man & is esteemed an orderly & law abiding citizen

We most cordially join in asking your Excellency to exhonerate & relieve as far as possible Mr Creager from the fines imposed as this payment we believe would work manifest injustice to him
