Gov. J. F. Robinson.

In a recent order from the War Department, it is announced that "as a general rule leaves of absence will be granted to officers of the regular Army, for the purpose of accepting commissions in the volunteer service," provided however, that such commission, be not below the grade of Colonel." In view of this order, I have deemed it, not improper, to communicate to you, that I am a Kentuckian, a graduate of the U. S. Mil Academy, and an officer of the the "regular Army. Should your Excellency consider my services desirable, and deem it advisable to commission, me, in the Volunteers of our state, I
shall not only be gratified at the distinction, but feel proud that Kentucky has conferred it. I will leave this Territory, in a few days, for Fort Leavenworth, Kansas, at which point I trust, I may meet with your reply.
