I herewith send you my morning report of 23^d inst, I send this to Show the necessity of filling up my Regt. Genl Buell has only allowed me one officer to recruit where as all others are allowed two. One cannot under existing circumstances fill up my ranks in a any while -- I cant do the work of a full regt with the men I have it will Kill them to do so, I was sent here after evry one else had been whissed away with less than 250 men to contend with Morgan who is reported to have 2000, There is no better Regt in the service than mine as far as it goes -- I do myself and service injustice in my paresent condition, and I appeal to you to make Some arraingment that will allow me to send a corps home of sufficient force to fill me up for the fall campaign. I cant enter with my Regt as it is, I have all to loose and nothing to gain in a hopeless endeavor to sustain a Regt. with about a quarter of its force. I do not write this with a view of making complaint, for that wont do in the Army, but to appeal to your sound judgement in my behalf, my losses in sickness have been heavy and hospitals have treated me badly in discharging and furloughing men who ought to have been in the field --

On reflection col cotton told me the 6th was only allowed one recruiting officer.

Any suggestion you may make to Genl Buell with refference to filling up the old Regts I have evry confidence will be carried out speedily -- They ought to be filled up at once -- I have 221 men sent to hospital betwen first of Apl & the date of this Report, to gather these up there ^the^ Genl only allowed me 20 days and two officers, time to short and force too small, & had I not been in such straitened circumstances I should not have made the detail unless by positive order to that effect -- It is reported that you intend to fill up the old Regts with drafted men will that not produce discord, between the old volunteer, and the new drafted levy -- He comes too late, & by force, it will be made a cause of quarrel; give officers ^&^ particularly colonels much anxiety & trouble,
