Governor of the State of Kentucky
Sir,

In a communication of 9^th July 1861, I notified you that under the Law of May 23^d 1850 the State of Kentucky was entitled to Eight (8) Members in the House of Representatives of the Thirty-Eighth Congress.

I have the honor to inform you that a Law was enacted on the 4^th of March 1862 increasing the number of Representatives for certain States including the State of Kentucky, whereby that State is entitled to nine (9) Representatives in the Thirty-Eighth and subsequent Congresses.
