Brownsville Ky June the 6^th 1861

To His Excelency Beriah Magoffin Governor of the Commonwealth of Kentucky your petitioners would respectively represent to your Honor that whereas F. B. Watters was fined the Sum of Twenty Dollars before the Edmundson Equity and Criminal Court at its March Term 1861 for the offence of retailing Spirituous Liquors Said Watters retailed the Liquors in the following manners and under the following circumstances (To wit) ^whereas^ W N. Palmore the proprietors of the Hotell in the Town of Brownsville had obtained a Licence to keep a Tavern in the Said Town and Benjamin Watters the uncle of the Said F. B. Watters having rented the Bare of Said Palmore with the understanding ^from Mr Palmore^ that it was Legal to Sell under his License and taking the obligation of Mr Palmore for the exclusive privvledges of the Bare and giving his obligations fr in the final Sum of $[ ] that he would keep good orders which he did, and the Said Bery Watters having ~~his~~ employed the Said F. B. Watters to Keep Bare for him, all acting in Good faith, not ~~who~~ wishing or intending to Violate the Law but thinking all the time that it was Liagle and wright therefore we the undersigned Petitioners think it a great hard Ship for the Said F. B. Watters to pay Said fine under all the facts in the cause wherefore we Join in ~~for~~ asking that your clemency May be extended and that you remit Said fine and ever oblige yours &c
