Louisville, Ky., Decr -- 21^st 1860
His Excellency Beriah Magoffin Governor of Kentucky --

On the [ ] day of [ ] in the City Court of Louisville I was fined Five Hundred Dollars because of a charge of dealing Faro and immediately I proceeded to pay the per cent. costs & commissions which amounted to one ~~Six~~hundred sixty three dolls -- ($163.) -- The balance remains unpaid -- A Capias pro fine has been issued against me and shall be under the necessity of paying or suffering imprisonment --

I think it a great hardship to pay this fine -- The times are very hard now And Money is exceedingly scarce with every body -- Five hundred Dollars is a large Amount to raise when times are Flush; but now
it is absolutely impossible to raise it --

You are aware, Governor, that I am a Cripple -- I might perhaps Make other arrangements but for this fact -- I pray your Excy -- therefore to remit this fine --

With great respect I remain your friend and obedient servant --
