Louisville, July 20 1864
Dear Sir

As the August election is very near, & the public mind agitated about the right of suffrage, & the propriety of its exercise, it seems to the undersigned a concise proclamation reciting the qualification of Voters under the Constitution & laws of our State, with an appeal to the officers of elections to allow the rights to all who present themselves & are entitled to vote to vote, & allow none to vote who are not entitled; accompanied with an appeal to all good & loyal Citizens to exercise the right & select good & loyal men for the vacant offices, would be timely and beneficial --

They have seen & conversed with the Hon Garrett Davis, & learned from him
him you had the matter under advisement, & make these suggestions in approval of Your intentions
