To the Hon Thomas E Bramlett Governor of Kentucky

Your petitioner J, Coburn Mitchell would rispectfully represent that the April Term of the Mason Circuit ^Court^, he was indicted by the Grand Jury of Mason County for Keeping a "Tippling house" ^in Dover in Said County^ and your Petitioner being a resident of Brown County Ohio Came over at the last ~~[...]~~October term of Said Court and entered his appearance to answer said indictment, and plead "guilty" thereto and was fined $60 and he now asks your interposition to remit said fine for the following reasons To wit -- He had been previous to October 1864 a licensed Coffee house keeper in said town of Dover and his license had expired and your Petitioner at once renewed his license in the County Court, but the Trustees of said town having no regular time for their meetings failed to grant a renewal of the town license for some three or four months, and in the mean time your Petitioner continued his Coffee house in anticipation that the Trustees would give him license also at their first meeting (as they since have) and the county license alone not conferring power to sell liquor to be drunk on the premises. ~~without~~ made him technically guilty of the offense charged in the indictment
but not certainly with any wilful intent of Committing any violation of the law He states that he has been Carrying on business in Said County for several years past and this is the first time that he has ever been arraigned for violation of the liquor law, and he thinks your Excellency will see that in this instance he endeavored to Comply in the law fully and did not wilfuly violate it and he therefore prays your Excellency that so far as you Can you will grant him relief by remitting said fine
