Madisonville July 21^st 1864

Dear Sir

Your Petitioner W. T. Osburn would state on oath that at the may Term 1863 of the Hopkins Circuit Court the Grand Jury presented him for having sold whisky without taking the oath prescribed by an act of the Legislature approved Feby 21^st 1863 to amend Chapter 99 of the Revised Statutes. Title -- "Taverns and Tippling Houses"

The Affiant states that he knew nothing of the existence of any such law & that the law had only been in operation for a few days before the Commencement of Our May Term 1863, and the affiant States that our County Clerk (T. W. Campbell Esqr) Knew of no such law and the affiant could not have complied with the law before the commencement of the May Term 1863 of Our Circuit Court and that T. W. Campbell Esqr had not received the acts of the Legislature
prior to the May Term 1863. Affiant States that as soon as he received information of the existence of such a law he immediately complied with its requirements. He States that he was fined Twenty Dollars ($20) and costs at the May term 1864 of the Hopkins Circuit Court

He States that he violated the Law, but that he did not do it intentionally

Wherefore your petitioner would respectfully ask your Excellency to remit said fine --
