To His Excellency Thos. E Bramlette Gov of Ky. At the May Term 1863 of the Harrison Circuit Court Thornton Williams a slave belonging to Urias Offutt was indicted for wounding Jno Benee with intent to Kill him. The County Judge of Harrison Co admitted the slave to bail to appear at the 1^st day of the Nov Term 1863 of said Court to answer said charge and the said U^M^Offutt became surety in said bail bond. That shortly after he was bailed out of Jail he was impressed by the federal authorities and taken to Camp Nelson; that affiant U M Offutt has not been able to get said negro Thornton back into his possession and consequently has not been able to comply with the terms of said bail bond. It has been forfeited by the failure of the said Slave to appear and affiant will be compelled ^to pay^ the three hundred Dollars amount of the bond unless the said forfeiture is remitted by your Excellency. Said slave is now at Knoxville Tenn and entirly out of the control of affiant and has been ever since he was impressed as afsd.

Dear Sir -- I cordially unite in the within petin Mr. U. M. Offut is a gentleman one of our best citizens and a true conservative Union man. The negro which a bail was taken against his consent by the Milary Authorities and has made his escape He has lost his his [negro]. In justice he should not be held liable as he could not prevent the Act of the Government
