To his excellency Thomas E Bramlett
Govenor of the Commonwealth of Kentucky

Your petitioner W^m B Davis Rispectfully represents to your excellency that at the present term of the Whitley Circuit Court he was indited for having acted as bar Keeper for himself James Cutberth & M M Ellison without being Sworn as the Law requires ^and that he intend his appearance & plead guilty and was fined $20 -- ^ he States that in consequence of the reble raids into Whitley County the publick books had not been sent into Whitley County and as petitioner consequently he did not know that he Should be Sworn nor did he Cutberth Know it He asks therefore that your excellency interpose your pardoning power and remit Said fine he State Ja^s Cutberth had taken out a license to Keep a tavern W B Davis Says the Statements of the foregoing petition are true

the petitioner W^m Davis is a first rate good citizen and I am satisfied that he did not know that he was violating the law when he sold the Whisky the Law is a very recent one and Scarcely any one knows it please remit the fine
