To his Excellency the Governor of Kentucky
Sir,

L Tobin, a citizen of Frankfort, was charged, in the police court of said city, with selling liquors to W. W. Estill. Richard Powell, C F Rogers, C. F. Rogers, Brutus J Clay. Lewis Jones, and Charles Miller on the 13^th day of February 1864:

To Richard Buckner, Ed Grun, Luther Wright. on the 11^th day of February 1864. and to Charles Rogers, Jas Powell Richard Buckner on the 15^th day of January 1864., all of whom are minors. in which cases the said Tobin, confessed judgement, relying on that mercy, which the law empowers, your honour to exercise for the releif of persons deserving.

Therefore we the undersigned believing that the said Tobin was more unfortunate than guilty, that his violation of the law was, totally through ignorance of any prohibition, to a selling to the aforesaid class of persons, and further believing. That the costs & c in the thirteen cases, would be an adequate punishment for the offences committed and that the object of the law would be fully
sustained, by the exercise of your clemency in his behalf do hereby petition the remission of the fines, fees, and costs excepted in said cases.
