To Thomas E. Bramlett his excellency,
Gov,, of the Commonwealth of Kentucky,,

Sir. your humble petitioner John M. Phipps would represent to your honor that Sometime in the year 1862 he was arrested and taken before S. L. Prater a Justice of the peace for Magoffin County under a charge of Fornication and was fined the Sum of Ten dollars he also represents that he was arrested in the year 1863 and brought before A P. Cooper JP, under a charge of fornication and was fined the sum of Ten dollars which prossecutions was Malicious which fines has been replevied and the Execution's now in the hands of the sheriff of Magoffin County for collection unless restrained by your honor payment will be enforced Your petitioner further represents that he is a private Soldier in Co D, 45^th Regt,, Ky Vol^s and that his security is likely to have the fines to pay or is greatly harrassed of by the sheriff of said Co county on account of the circumstances surrounding this petitioner he would therefore ask your honor to remit said fines that this petitioner is a poor man and incumbered with a large family
