To his Excellency the Governor of the Commonwealth of Kentucky

Your petitioner A. Cline will state that in the year of 1860 he procured from the County Court of Hickman County a Licens to keep a Tavern in the town of Moscow Ky & in good faith did keep a Tavern & connected therewith he also had a grocery, but he states that the grocery was kept in a house not connected with the Tavern house, & thereafter he was indicted in Hickman County for keeping a Tipling house and at the November November term of the Hickman Equity & Criminal Court for 1860 he was find the sum of Sixty dollars, The Court deciding that your petitioner had no right to keep his bar in a house not connected with his Tavern house,

He states that at the time he kept his bar in the house stated he did not know it was in violation of law, but from what he understood the law to be, he believed he had the right so to do under his Tavern licens, & such was the construction given by some of the Lawyers of the law, & so understood by many, & if he was guilty of a violation of law it was done ignorantly

Wherefore he asks your Excellency to remit the fine referred to,

We whose names are hereunto annexed state that we are acquainted with M^r A. Cline who resides in Moscow That he is a poor man & has a large family, & that the coersion of the fine out of him at this time would oppress him, & we believe it would be matter of justice under the circumstances that your Excellency should remit said fine which we ask may be done,
