Madisonville Ky. Nov^r 25^th 1863
To his Excellency Thos E Bramlett Gov^r of the Commonwealth of Kentucky

The undersigned would respectfully represent unto your Excellency that at the present ~~May~~ Nov^r term of the Hopkins Circuit Court he Confessed Judgt upon an Indictment against "him in said Court for failing to obtain a copy of the table of Tavern Rates from the County Court Clerk and set up the same in the public room of his tavern house" He states that he was Indicted at the May term of s^d Court 1863 That the civil law previous to that time in 1861 and 1862 had to a great extent been suspended a good portion of the time there was no clerk of s^d County Court He states however as a reason why he did not obtain said Tavern Rates and set them up, he did not know the law required it of a Tavern keeper, He did not intend to violate the law, hHaving been engaged in the business but a short time he was not posted. He prays your excellency to remit the fine, It being $75.00 He says that he obtained the License required by the law and in all other respects
