To His Excellency Governor Thomas. E. Bramlette,

We the undersigned petitioners would most respectfully represent to His Excellency Thomas. E. Bramlette Governor of Kentucky that in the months of September and October 1862, we as loyal men of the county of Harrison had to leave the same for self protection, the county then being occupied by the forces of Gen Kirby Smith. The free boy James, Frazier who has been indicted tryed and convicted in the Harrison Circuit Court went to Covington about the same time and for the same cause. We were there some six weeks during that time we frequently saw James Frazier and say with pleasure that he conducted himself with order and propriety. While the excitement was up and the probabilities of an attack upon Covington at any time were eminent Marshal-law declared over Covington & Cincinnati; according to the proof, he was seen once in Cincinnati and only once, did not stay all night but only a short time, Showed no disposition at any other time to violate the law, returned to this place
as soon as the cause for our absence and his absence was removed. We can also testify that we have know James Frazier for many years & that he has always been polite, quiet and well behaved, and that he is a worthy exception from the general class of free negroes. We cannot think that he knew of the very strict law upon this subject, or that he had any will or disposition to violate the same, and we think it a case worthy of the consideration of Your excellency and one to which the whole mercy of law could be given without any injury whatever. Wherefore we most respectfully ask that he be pardoned.
