Having for several years had the honor of holding a commission from your predecessor as Commissioner of Deeds for your State and being about to remove from this city I desire to commend to your Excellencys favorable consideration the name of N. Proctor Smith Esq. as my successor

Mr Smith, is not only one of our most estimable citizens but is in every way qualified to discharge the duties of the position and your Excellency may be assurred that his acts will reflect credit upon it
