Robt E. Finnell of Franklin County Ky is this day appointed a secret Policeman for the state of Kentucky. It shall be the duty of the said Finnell to take possession of all.U. S. & State property that he may find in the hands of any person not in the service of the state or General Government. To arrest all persons who may have returned to this state from the so caled Confederate army who have not taken the oath of allegience to the U. S. Government & satisfied the proper authorities of their intention to be Loyal & to arrest all deserters from the U. S. Army. All property taken by him & all persons arrested by him will be immediately reported to these Head Quarters

This appointment is for the present discontinued, other arrangements having beem made which for the present dispenses with the employment of any increase of the police force
