Dear Sir
Districts No. 6 and 10 in Nelson County failed at the regular Election to Elect Justices of the Peace & hence there are vacancies in each district to be filled. I would respectfully recommend as suitable persons in election precinct No 6 the following gentleman as suitable to fill same vacancy. viz Dennis Purcell and Marshall Brown, and in precinct No 10 Squire Murphy and William Hardman,
And while addressing you, I would be pleased to call your attention to the Law in regard to appointing Judges of Election, as the Law stands, my construction of it has forced me to appoint Justices of the Peace, when if I had believed myself priveliged to pass over them I should have appointed others. Some change I think necessary by our next Legislature in order to secure truly Loyal men as Judges of Election.
